Your Officers wish members and families all a Healthy and Prosperous New Year. In keeping with the goal of increased communication, we are providing a general update as well as some answers to some of the questions and concerns raised at the last Annual meeting.

City of Ouray Addendum to Contract
As many of you are aware, there is a new Mayor and two new council members as of Dec 3. From discussion with the city, the earliest we will likely get on the city council agenda to discuss/finalized the contract addendum is March.

Website
We have engaged Kay Briggs, who resides in Panoramic Heights, with primary short-term tasks of automating this year’s billing as an assist to Ben Tisdel, build a website, and assist with website construction. Kay did a great job and the website is up and running. The website address is bachelorswitchwater.org. Check it out!

Payment
This year members will be able to pay with check or on-line using AllPaid. Fees can be paid quarterly or as a total annual fee. As part of our website there is a “Pay Now” link directly to the AllPaid portal available for your 2022 payments. Please note that for each payment a 2.65% AllPaid transaction fee will be added to your payment. Please INCLUDE your Certificate Number (shown on your bill) when paying on-line or by check as well.

IRS Non-Profit Status
Documents considered necessary for re-classification as a non-profit have been submitted to the IRS and the IRS has communicated that the re-instatement is under consideration at this point.

City ADU water surcharge
The ADU surcharge has been eliminated from 5 of the 9 members that the city felt it applied to. As of now only 4 members will be charged the ADU surcharge by the city, which will be passed on to those members. BSWUA will receive a credit from the city for the 5 ADU surcharges from 2021.

Present and Future Water Rate Increases
The City is under order to have a water plant in operation by the end of this year. Per conversation with the City, this has resulted in a 2022 rate increase to cover anticipated construction and long-term loan costs with another increase of comparable size tentatively planned for 2023 (please note: everything subject to many variables). After 2023 the City’s tentative plan is that the rate increases would be smaller; related to inflation and maintenance cost adjustments.
